There are 6 main steps in writing and completing a PDP:
- Writing the plan.
- (For Initial Educators) Goal approval by PDP Team.
- Annual review of the plan.
- Documentation of the completed plan.
- Verification by PDP Team.
The following components are included in a PDP:
- Description of school and teaching, administrative, or pupil services situation.
- Description of goal to be addressed.
- Rationale for the goal.
- Plan for assessing and documenting the goal.
- Plan to meet the goal: objectives, activities, timeline, and collaboration.
- 3-5 pieces of evidence that document professional growth and its impact on student learning.
The PDP must focus on the development in 2 or more of the Wisconsin Educator Standards.
Successful completion of a PDP entails significant planning and a demanding schedule for the completion of activities and the generation of substantive evidence that would lead to the verification of the plan.
Initial educators must have their PDP goal approved before continuing to complete their PDP. Their goal must be reviewed by PDP Team of 3 members, and approved by at least a majority (2 out of 3) of the PDP team. Note: If the goal approval is done on paper form, make sure to keep the completed goal approval form and submit it along with the PDP to team members for PDP verification.
Professional educators do not have to have their PDP goal approved by a PDP team.
Please refer to PDP Team section for the team composition or make-up. The PDP team composition (i.e. the team members’ roles) will be the same as the PDP team that verifies the plan upon completion.
All educators must have his/her PDPs verified by a PDP team of 3 members, where a majority (2 out of 3) must verify to mark the successful completion of the PDP.
In the event that an educator did not obtain a majority verification of his/her PDP (where the PDP is not verified by 2 of the 3 PDP team members), the educator should first explore whether there are changes that could be made in the PDP that would lead to a majority verification. If this process is unsuccessful, upon expiration of their license, the educator can request a one-year non-renewable extension to allow them more time to successfully complete their PDP or appeal the PDP team member’s decision to the state superintendent.

It is strongly encouraged that educators extend their activities throughout the five year licensure cycle.

If an educator did not attain 3 years of regular employment during the Initial Educator licensure cycle, the Initial Educator license can be reissued.
Professional educators who advanced from initial educator license stage continue to be required to do a PDP to renew their Professional Educator licenses. If they are employed for just one semester in a license cycle, full time, part time, or as a substitute, they will need to complete a PDP to renew their license. In the event that they were not employed at all in a license cycle while holding a Professional Educator license, they can take six semester credits to renew their Professional Educator license. Once they are employed, they must again complete a PDP to renew their license.
