Five-Year Substitute License

A substitute license may be issued to an applicant who has completed an approved education preparation program and has held or is eligible to hold a Wisconsin license or the equivalent license in another state.

Substitute license allows a licensed teacher to be a long-term substitute in the subject and grade level in which the teacher is licensed. It also allows the teacher to be a short-term (no more than 20 days in a specific assignment) substitute in a subject or grade level outside his/her license area. This license is valid for 5 years with an option to renew.

For long-term substitute assignment outside the subject or grade level of the license, the applicant may apply for an emergency license if requested by the employing school district. Emergency license requires the license holder to be enrolled in and complete a state-approved educator preparation program in the subject or grade level of his/her assignment under the emergency license.

This license is issued for a period of 5 years and may be renewed.

License Application Requirements

To apply for a five-year substitute license:

  • Applicant must have completed an approved educator preparation program and has previously held a Wisconsin educator license; or
  • Applicant must have completed an approved educator preparation program and is eligible to hold a Wisconsin educator license; or
  • Applicant has completed an approved educator preparation program outside of Wisconsin and holds an equivalent license from that state.

License Renewal Requirements

To renew a five-year substitute license:

  • There is no professional growth requirement for renewal of five-year substitute license. Submit an application and fee to renew the five-year substitute license.

  • For applicants who previously held a Wisconsin educator license: ELO System.
  • For applicants who completed an approved educator program in Wisconsin and never held a Wisconsin educator license: ELO System.
  • For applicants who completed an approved educator program outside of Wisconsin and never held a Wisconsin educator license: ELO System.
  • To renew a five-year substitute license: ELO System.
